If everyone would do this it would basically shut down Schoolyardbullyageddon. This is a borderline exploit and reflects the typical carebear entitlement in its desire to have the game protect you so you don't have to learn what you're doing. Cry me a river.... Stuff like this happens in any game that has law, as well as in real life (they work differently, but meh). Why shouldn't it happen in EVE? Example: Serial killer, well, serial kills in a particular neighborhood, police focus on that, some otherwise quite obvious crimes in other neighborhoods might get neglected. A step further would be a police shoot out against a gang, allowing other gang members to do crimes that would otherwise required to be stealthy and at night and very cautiously, without being noticed.
I'd like to know how many other games you know of where this is possible. I certantly don't know any. Yes, rules are meant to be broken... so really, **** it. Why?
